It's because life is SHORT in Skyrim. You could get eaten by a dragon, or have your head chopped off, or die in battle, or have a vampire drain you to death, or get mauled by a wild animal, or have your throat cut in your sleep by the Dark Brotherhood, etc.
So people try to snatch whatever pleasures in life they can in the short time they have to be alive, and one way to do that is to "hook up" with significant others rather easily.
The marriage proposal isn't a big production in Skyrim because in Skyrim, marriage isn't that big a deal, it's something you do in order to "seize the day", as it were, and make life worth living while you're alive.
- Do the task to get an Amulet of Mara in the Temple of Riften.
- Go find Uthgerd.
- Fight her in a Brawl.
- Marriage proposal option pops up when you talk to her again after winning the brawl.
I got to say, that escalated pretty quickly.
